Personal Holiday (P/H)

The 2012-13 classified employees’ Collective Bargaining Agreement (CBA) contains wording that alters P/H hours and how we’ve been handling it in the Time and Leave System. The new CBA provides that the pay for an employee’s P/H is equivalent to the employee’s work shift on the day selected for the personal holiday.

Article 10.4.E of the CBA, reads: “The pay for an employee’s personal holiday is equivalent to the employee’s work shift on the day selected for the personal holiday absence.

Are Your Shift Hours More Than Your P/H?

Because your personal leave hours are now equivalent to the shift hours on the day you select as the personal holiday, the personal holiday leave balance information in the leave system may not always match.

Let’s use the example of someone who works four, 10-hour shifts. Because the employee is a 40-hour per week employee, their P/H leave balance in the Time and Leave System will reflect an 8 hour balance; however, the employee is entitled to a total of 10 hours for personal leave as it is equivalent to the employee’s work shift on the selected day.

Shift:  10
P/H:     8
Difference:  2

To give the shift two more hours, simply enter a leave request for 2 hours of “holiday credit,” which is found in the drop down of leave types on the Leave Request Screen: Holidaycredit.jpg

Note: Holiday Credit is also used to make up the difference between pro-rated holiday hours and an alternate holiday’s shift hours.

Personal Leave Day (PRL)

How we handle Personal Leave Days (PRL) is not the same as described above for P/H; however, the PRL provisions of the ’12-’13 have not changed from the previous CBA.

Article 18.5 D and 18.5 E of the CBA, reads:

D. Personal leave is pro-rated for less than full-time employees. E. The pay for a full-time employee’s personal leave day is eight (8) hours.

For example, a full-time employee who works four, 10-hour shifts, would enter the 8 hours for PRL plus an additional 2 hours of paid or unpaid leave to get to the total shift hours.


As another example: A 24 hour per week employee receives 4.8 hours of PRL. If they work four, six hour shifts each week and want to take an entire day off using PRL, they would need to enter leave as follows:

4.8 PRL
1.2 VAC

Note: Except for the allowable exceptions listed in the CBA, both the P/H and PRL must be used as a 1-day absence; the hours cannot be spread out and used over multiple workdays.

Are Your Shift Hours Less Than Your P/H or Prl?

P/Hs and PRLs must be used all at once, except for the reasons outlined in Article 10.4. G of the CBA:

Part or all of a personal holiday may be used for:

  1. The care of family members as required by the Family Care Act, WAC 296-130.
  2. Leave as required by the Military Family Leave Act, RCW 49.77 and in accordance with Article 19.13; or
  3. Leave as required by the Domestic Violence Leave Act, RCW 49.76.

Any remaining portions of a personal holiday must be taken as one (1) absence, not to exceed the work shift on the day of the absence.

Example of an Employee’s P/H Difference:

You received 6 hours for your P/H and you’d like to use it for a 5-hour shift.

  1. Enter your P/H for 5 hours.
  2. In the comments of your leave request, write the purpose of the leave: Either “personal use,” “care of a family member,” “shared leave donation,” etc.
  3. If your write “personal use” the balance of 1 hour will be deducted from your leave bank.
  4. If you write anything related to the three provisions outlined above in Article 10.4 G, the balance of one hour will remain in your leave bank to use all at once at a future date.
